Product Restrictions
All pump dispensers used at CFN cardlock Network locations must, at all times, comply with the CFN specifications which include product restrictions. What this means is that if a card is coded for regular gasoline only and the pump has regular, mid-grade, and premium then the customer should only be able to get regular. Failure to comply with this policy leaves the owner of the site liable for any disputed transactions and the site reclassified or dropped from the network.
CFN also authorizes fuel products for the CFN card at CFNnet and Extended Network sites also known a POS or Retail sites. CFN does not control the operations at POS sites. CFN sends the authorized products assigned to each card to the site, however the site may not be able to restrict fueling to only the authorized products. In many cases the card holder will only receive the authorized products. Since some sites are not capable of restricting fueling to the product grade level, the customer may receive an unauthorized product. Although the transaction will be completed and the card issuer is responsible you may want to use the Exception Program to identify fueling outside of card profiles. Exception reporting will notify you and/or your customer of transactions completed outside the restrictions on the card. See Exception reporting in WebNCC located in the Reports section.
In the case a non-fuel transaction should be denied, there are situations where a driver can purchase a non-fuel product (e.g. car wash). For example, the driver purchases fuel and is subsequently prompted for a non-fuel product (car wash). Since the fuel transaction was authorized, the non-fuel product will be appended to the completed authorized fuel transaction. The card issuer is responsible for the non-fuel product purchase. The retail price received from the site times the Network Rate will be switched to the card issuer for the non-fuel product. There will be no reversal or credit given for non-fuel products purchased on multiple product transactions.
The Site Registration Form asks for the type of equipment at the site, including site controller and pump equipment. Participants are responsible to notify CFN of any equipment changes at their sites since equipment types, software version changes, patches, affect transaction authorization and processing.
